    JAXRSArchive deployment = ShrinkWrap.create(JAXRSArchive.class);

    deployment.setContextRoot("example1");
    deployment.addPackage("com.test.example.rest");
    deployment.addPackage("com.test.example.services");

    //I forgot to add this line
    deployment.addPackage("com.test.example.models");
