根据documentation LAPACKE_dggev期望double *作为输入,因此所有矩阵都需要存储为线性数组。

而不是

double**a=NULL;//stiffness

你应该使用

double*a=new double[c*r];//stiffness

所有otehr矩阵的类似变化。矩阵元素可以作为[i,j]的[i * c + j]访问。现在,您的代码可能存在其他问题,但这很明显可能导致您看到的错误。
