问题是DatetimeIndex未排序,因此需要DataFrame.sort_index

df.index = pd.DatetimeIndex(df["TIME"])
df = df.sort_index()
df["DELAY_LAST2HOURS"] = df["DELAY"].rolling("2H").mean()
