在HLF 1.2和1.3中，订购者仍仅支持V1_1功能。因此，您的configtx.yaml应该是：

Capabilities:

    Orderer: &OrdererCapabilities
        V1_1: true
    Application: &ApplicationCapabilities
        V1_3: true

需要订购者功能V1_3，但不支持该功能：但是，我使用的是1.3.0图片
