我有同样的错误（但在不同的情况下），帮助我的是安装稍微旧版本的Rasa NLU（我最初使用的是最新版本，因为我已经分配了回购）。旧版本可在此处找到：https://github.com/RasaHQ/rasa_nlu/releases

然而，您正在使用Rasa Core，因此我不知道这是否会有所帮助。
