我添加了两个对csproj的引用

看起来像加载您的设置问题。 你如何运行应用程序?入口点在哪里? 你是否使用cd进入项目中的“进入”目录或使用“dotnet run my / test / project”?你可以改变

.SetBasePath(env.ContentRootPath)

.SetBasePath(Directory.GetCurrentDirectory())
.SetBasePath(Path.GetDirectoryName(Assembly.GetEntryAssembly().Location))

Directory.GetCurrentDirectory()获取您当前所在的目录,因此您必须位于.csproj目录中才能使用它,或者您是第二个选项。它在输出中搜索设置文件。
