LOCALE_PATHS = (
    os.path.join(BASE_DIR +'/omefx/', 'locale'),
    'locale',
)

我改为：

LOCALE_PATHS = (
        os.path.join(BASE_DIR +'/omefx/', 'locale'),
    )

现在可以使用了
