我认为你在那里有一个多余的命令。您正在使用Output()命令的字符串变体：

$doc = $pdf->Output('test.pdf', 'S');

然后您正在对其执行file_get_contents()：

$attachment = chunk_split(base64_encode(file_get_contents($doc)));

它不是文件，它是字符串中的文件，如果file_get_contents()是文件名，$doc会返回。

将其减少到：

$attachment = chunk_split(base64_encode($doc));

然后看看是否还有错误发生。
