你已经厌倦了懒惰的评估 - Select的结果会在你每次迭代时创建一组新的任务。您只需拨打ToList()

即可解决此问题
var tasks = _factory.CreateMessage(settings)
                    .Select(msg => SendScans(msg))
                    .ToList();

这样,您正在等待的任务集将与使用foreach循环检查的任务相同。

不是迭代所有任务,而是从Task.WhenAll - 任务:
