psycopg2构建脚本调用pg_config.exe来发现PostgreSQL include和lib目录的位置（因为它需要libpq-fe.h和libpq.lib）

通常通过将C:\PostgreSQL\bin目录添加到PATH环境变量来解决这个问题。

然而，您的问题似乎是您使用Cygwin安装了PostgreSQL，因此pg_config脚本告诉使用/usr/include但是Visual Studio C编译器尝试在c:\usr\include找到它时实际找到它在Cygwin安装目录下，如c:\cygwin\usr\include。

快速而又脏的修复方法是将您的Cygwin include和lib目录临时复制到C:\usr并再次运行pip。

或者您可以安装PostgreSQL Windows二进制文件并将PATH变量指向它们，因此使用的pg_config.exe不会成为Cygwin。
