我找到了解决方法。我注意到它在全球范围内成功安装。所以我在全局安装了psycopg2并创建了一个带有--system-site-packages选项的新虚拟环境。然后我使用-I选项安装了我的其他软件包。

行。我后来发现我没有安装gcc。所以我必须先安装它。在那之后，我可以pip install psycopg2。谢谢你的方向。

对我来说，我使用的是Redhat 8 Enterprise，但无法通过安装gcc和gcc-c ++来解决我的问题。
我能够通过安装 python3-devel 和开发工具来解决该问题。
