你不能在Heroku上使用SQLite，你必须使用PostgreSQL。您可以将其设置为在Heroku上使用PostgreSQL，但在开发中使用SQLite，将pg gem放在Gemfile中的production组中，将sqlite放在development组中，但Heroku建议您在开发和生产环境中使用相同的数据库。
