有一项新功能可以解决此问题：

$ heroku config:set COMPILE_TIMEOUT=n

其中n是以秒为单位的数字。我使用n = 3000（默认为900）。

对我来说，我找到的解决方案是：

推送我的前半部分依赖项（requirements.txt 文件的一半）
推送所有requirements.txt文件（包括opencv依赖），这个工作是因为heroku在前半部分缓存，所以第二次安装会更快
