asp.net特定的嵌入式Flash文件在服务器上不起作用

我想在我的网站上显示一个Flash文件。我使用下一个代码将flash嵌入到网页中：

一切都在当地很好。

但是当我在Web服务器（IIS 7.0）上加载此页面时，闪存加载但不起作用（在所有浏览器中）。

另外我知道只有这个特定的Flash文件不起作用。其他flash文件工作正常。 有什么想法吗？
