根据documentation你的maven文件应该有以下定义：

</properties>

      <groupId>org.powermock</groupId>

      <scope>test</scope>
   </dependency>

      <groupId>org.powermock</groupId>
      <artifactId>powermock-api-mockito</artifactId>
      <version>${powermock.version}</version>
      <scope>test</scope>
   </dependency>  
</dependencies>
