gem install libv8 --version 3.11.8.0

在Windows中安装libv8，最新版本3.11.8.3无法在Windows中运行，但3.11.8.0可以在Windows 7中运行。

在Windows 7上，我用ruby193安装了python27，我在PATH变量中添加了python的文件夹，我在控制台中编写了gem install libv8，并成功安装了libv8

我在github上打开了 issue 29 ，我了解到windows上不支持libv8。所以没有解决错误的方法。只是你可以改变你的平台。
