首先阅读this official document of Tab Layout，之后改进您的代码

而不是调用 tabs.setup（）;

在该地方尝试以下行

   LocalActivityManager mLocalActivityManager = new LocalActivityManager(this, false);
   mLocalActivityManager.dispatchCreate(savedInstanceState);
   tabs.setup(mLocalActivityManager);

另外，尝试单独创建 RadioAppActivityGroup扩展ActivityGroup 类，而不是将其作为私有内部类，并在manifest aslo中定义它。
