对我有用的解决方案。

  1. 关闭防病毒软件。
  2. 重新安装 Flutter SDK 和 Android Studio。
  3. 按照所有说明并安装插件（https://medium.com/d6-digital/installing-the-flutter-in-windows-803f3cd1fa4c）后，转到文件->设置->外观-> Android SDK->SDK 工具->启用 Google USB 驱动程序。
