为什么 terraform plan 会锁定状态？

问：terraform plan 操作默认锁定状态有什么意义？

（我知道它可能会被 -lock=false 禁用）

上下文：

• （据我所知）plan 操作不应该改变状态。
• plan 确实以 refresh 的某个版本开始（通常会改变状态），但即使是 terraform plan 的标准输出也主动表示，计划启动的情况并非如此刷新：

    Refreshing Terraform state in-memory prior to plan...
    The refreshed state will be used to calculate this plan, but will not be
    persisted to local or remote state storage.
