我在Ubuntu 18.04上的（1.3.959）上遇到了类似的问题。我安装了来自https://rstudio.com/products/rstudio/download-server/debian-ubuntu/的最新版本。

wget https://download2.rstudio.org/server/bionic/amd64/rstudio-server-1.3.1056-amd64.deb
sudo gdebi rstudio-server-1.3.1056-amd64.deb

之后，我还需要重新启动apache2.service：

systemctl restart apache2.service

$ rstudio-server version
1.3.1056 (Water Lily) for Ubuntu Bionic

然后工作正常。
