这是pycocotools中的错误。该错误已修复in 2017，但似乎该修复未在2018年发布到2.0版中（我认为发布过程也有问题）。

setup.py中还有另一个类似的错误-它在安装之前先导入numpy。

没有使用requirements.txt来解决这些错误的简单方法。您需要先安装必需的模块，然后再安装pycocotools：

pip install Cython numpy
pip install -r requirements.txt

错误：命令错误，退出状态为1
