在等待答复的同时，我能够自行解决该错误。分步指南如下：

安装 VS 2017 ，tensorflow不会使用它，但是拥有它有助于顺利安装CUDA工具包。
从Windows设备管理器更新 NVDIA驱动程序。
下载并安装 CUDA工具包（版本10.1）。
下载并解压缩 CUDnn 7.6.5 。将提取的文件复制到C驱动器的文件夹中。
将~\NVIDIA GPU Computing Toolkit\CUDA\v10.1\bin，~\NVIDIA GPU Computing Toolkit\CUDA\v10.1\bin和cudnn-10.1-windows10-x64-v7.6.4.38\cuda\bin添加到PATH

完成上述步骤后，import tensorflow as tf解决了该问题。
