已修复。

答案似乎是

通过Windows应用和功能卸载python
删除c：\ program files \ python38目录
删除.. \ AppData \ Roaming \ Python目录
重新安装

不确定“根”问题是什么，但是使用python修复了所有问题。请注意，python Windows安装程序无法删除足够的python内容。
