pip可以安装二进制编译的软件包，也可以下载并编译该软件包的源代码。但是，如果没有编译器，就无法从源代码进行编译。要么

pip install --only-binary :all: <package>强制pip失败您可以在https://www.lfd.uci.edu/~gohlke/pythonlibs/#numpy上找到Windows的二进制轮子，您需要名称中带有pp372的轮子（PyPY为pp，python 3为3，pypy 7.2.x为72）
