检出操作正在使用的默认密码GITHUB_TOKEN仅限于该存储库。您不能使用它来访问其他存储库。
尝试改用repo范围内的令牌。在https://github.com/settings/tokens创建一个，然后作为秘密添加到您的工作流运行所在的存储库中。该存储库将位于https://github.com/[username]/[repo]/settings/secrets
然后通过token参数将此机密传递到结帐操作。
