☠pyenv是罪魁祸首！
如果您使用本地安装的版本，请先安装tox，然后使用该tox，然后将不会创建任何lib64符号链接。但是，如果您将pyenv local system指定为要使用的Python版本，则使用
pipenv install --ignore-pipfile --python=/usr/bin/python
您应该使用tox来创建一个lib64符号链接。
一个更好的解决方案（事后分析为20/20）是不依赖于Python的lib64……
