我在阅读了以后从使用中获得的错误消息后，自行修复了问题 -vv作为命令中的开关。
然后通过在命令中指定--endpoints endpoints开关来运行自定义操作。

所以现在，我在2个单独的终端中运行了2个命令：

rasa interactive -vv --endpoints endpoints.yml   
rasa run -vv --endpoints endpoints actions
