pip install numpy --global-option =“-mfloat-abi = hard” --force-reinstall是唯一对我有用的答案。关于线程的一个稍有不同的问题，给出了解释，请参见此link

使用Conda可以解决此问题，具体取决于版本，但必须强制重新安装。

# versions >= 4.6:
conda install numpy --force-reinstall

# versions < 4.6:
conda install numpy --force
