jupyter笔记本正在运行，但无法远程访问

我跟随this tutorial在我的Google云虚拟实例中安装了jupyter笔记本。一切正常，直到我尝试使用机器的外部ip和端口号访问笔记本电脑。

这是jupyter笔记本配置文件：

这是我执行命令运行jupyter时得到的：

当我尝试访问：externalIpAddress：4000时，出现加载页面错误。
