您已在app/bin/wkhtmltoimage-amd64处添加了二进制文件，但您要指定Rails.root.join('bin', 'wkhtmltoimage-amd64')，即bin/wkhtmltoimage-amd64。

将Rails.root.join('bin', 'wkhtmltoimage-amd64')更改为Rails.root.join('app', 'bin', 'wkhtmltoimage-amd64')。

我建议使用第一个选项，因为在bin/的根目录中有二进制文件是更典型的做法。
