use CGI::Carp qw(fatalsToBrowser) or die "Problems loading CGI.pm";是您的问题。

您确实需要在本地计算机上使用Perl的副本来测试您的程序。用这个作为弹药。如果他们仍然不允许您使用工具,请使用不需要安装程序的Strawberry Perl的便携版本。
