首先，您的配置文件使用WebHttpBinding创建服务，因此您的服务可以通过REST风格的HTTP和https正常运行。我们应该使用WebHttpBinding来调用服务或将http请求发送到正确的URL，而不是使用BasicHttpBinding。
在这种情况下，如果您想通过添加服务引用来调用服务，就像您的配置一样。我建议您进行以下更改。

在客户端的服务器中使用WebHttpBinding而不是BasicHttpBinding webconfig。
将适当的属性添加到自动生成的操作中。 [WebGet]，[WebInvoke]
将webhttp端点行为添加到客户端端点。

这可能有效，但我认为这不是您想要的。如您所知，只有在服务器和客户端之间的wcf绑定类型一致时，我们才能成功调用服务。针对这种情况的另一种解决方案是我们使用BasicHttpBinding创建服务。在http和http上也可以很好地工作。
