在触发器（设置->集成）下，执行以下操作：

启用推送事件（可选分支名称-甚至在可能发生MR之前通过推送事件创建分支）
在项目存储库中启用MR事件触发器

创建/更新/合并请求时将触发此URL

在Jenkins插件配置中-

检查“推送事件”（任何通过直接推送或创建的方式提交）
取消选中“已打开的合并请求事件”
检查“接受的合并请求事件”（任何通过合并请求提交的事件）

该问题突然无所作为而得以解决。在当前的软件堆栈中，我不再遇到此问题。
