解决了问题。

我正在使用一个多模块maven项目，而包含@SpringBootApplication并运行整个应用程序的主要方法与vaadin前端文件夹不在同一个模块中。

解决方案是将主类移至与用于vaadin的模块相同的maven模块。

在vaadin的基于Spring的项目中包括CSS
