Mojave更改了编译C扩展所需的头文件的位置。您可能需要运行以下命令来安装pg，mysql2，nokogiri或其他需要C扩展名的gem：

sudo installer -pkg /Library/Developer/CommandLineTools/Packages/macOS_SDK_headers_for_macOS_10.14.pkg -target /

ld: library not found for -lssl是可能的罪魁祸首。

尝试brew install openssl。另外，请查看this post了解更多信息。

编辑：对于将来的用户，这对我来说遇到了类似的问题。确保将-v更改为所需的任何版本。我在Rails 4.2.x上使用0.4.10，Rails 5.x在使用0.5.x。

gem install mysql2 -v '0.4.10' -- --with-ldflags=-L/usr/local/opt/openssl/lib --with-cppflags=-I/usr/local/opt/openssl/include
