NuGet程序包无法添加对WindowBase.dll的引用

Question

我有一个nuspec文件，该文件添加了对WindowBase.dll的引用。

使用NuGet软件包时，它会不断抛出错误（请参见下文），并且该软件包无法加载。

错误：

The package 'PackageName' tried to add a framework reference to 'WindowBase' which was not found in the GAC. 
This is possibly a bug in the package. Please contact the package owners for assistance.

NuSpec文件：

     <frameworkAssembly assemblyName="WindowBase" targetFramework=".NETFramework4.5.1" />

我现在已经搜索了，但是至今找不到任何东西。

为什么会发生这种情况？
