它会抛出调用异常，以在没有管理员许可的情况下注册Owin自托管API，但是当我们尝试通过管理员权限运行它时，它会很好地工作。

但是由于公司中严格的权限控制，我们不想使用admin运行它。有修复的提示吗？非常感激。
