我也遇到了同样的问题，问题是您的Linux安装需要安装PostgreSQL的开发库才能构建gem。

这是我解决此问题的方式

打开终端并运行以下命令

sudo apt-get install libpq-dev

然后尝试使用此命令再次安装PostgreSQL gem

gem install pg
