showCookie()中的php代码将始终被执行（（因为客户端javascript不会影响服务器端的php代码）。
因此，在您按下该按钮时，将始终设置为$_SESSION['cookieconsent']（因此将永远不会调用showCookie()）。

将$_SESSION['cookieconsent'] = true;移至之后 echo "showCookie()";：
