如何在Windows安装程序中更改桌面快捷方式的默认图标

我正在尝试更改桌面快捷方式的图标。但是即使我选择了它，安装后也不会反映出来。

      STEPS to Recreate:
      1. right click setup project--> Go to view -->File System
      2. Click on application folder create shortcut 
      3. Right click the shortcut browse the Icon option select .ico file and click ok. drag the shortcut to desktop folder.
      4. Build the application again and reinstall the application. 
      5. Setup icon still shows the default Icon.
