我能够在Reddit上一位出色的用户的帮助下解决问题。
第一个问题是我没有正确配置前端,因此有3个default_backends。这就是每个服务都指向同一虚拟机的原因。为了解决这个问题,我只需要添加与我的ACL名称相对应的if条件。
第二个问题是我的Service2在HAProxy统计信息页面上显示为DOWN。我不得不将运行状况检查方法从HTTP更改为Basic,最终解决了所有问题。
