我想解决大多数问题，因此想回答我自己的问题。解决方案：

  1. 在$ HOME / Library / Application Support中创建了一个pip目录，然后创建了一个pip.conf文件

  2. 向pip.conf添加了代码

  3. 开始使用

    进行安装

    $ pip install --trusted-host pypi.org --trusted-host files.pythonhosted.org pip

  4. 然后尝试了有效的pip安装，因此用于安装numpy，pandas，geopy等。

  5. 成功在Applications / Python 3.7中运行了Install CertificateCommand文件
