我找到了解决问题的不同方法。我将TeamCity代理配置为在自定义Windows帐户下运行。我需要登录此帐户，然后同时设置：

git config --global user.email some@email.com
git config --global user.name TeamCity

通过此设置，命令：

sh "git commit --author='TeamCity <some@email.com>' -v -m #{version_tag}"

仍然会产生奇怪的：“系统无法找到指定的文件。”错误。但是，在全局设置帐户设置后，我可以从commit语句中删除--author选项，并将其保留为：

sh "git commit -v -m #{version_tag}"

并产生预期的效果。
