您的配置当前正在使用LocalDb，而不是SqlServer提供程序。当没有提供连接字符串时，将使用DefaultConnectionFactory，因此从本质上讲，它试图使用LocalDb，这显然不是您想要的-您希望它使用特定的SQL Azure数据库。

您应该在EF配置中注入System.Data.Entity.SqlServer.SqlProviderServices提供程序。
