无法到达Web API终点？

我正在接管一个应该是Web API项目的项目，但是在到达端点进行测试时遇到了问题，我不明白为什么。

项目中有一个HomeController.cs，但其类型为Controller。如果我转到factoextra，则可以进入该视图。 

http://localhost:64650/api/

为了进行测试，并尝试确定为什么无法到达列出的某些端点，我决定创建一个类型为ApiController的TestController。创建新的Web API控制器时，这只是默认代码。

我得到的是

"Value2"

我甚至在Runtime Error Description: An exception occurred while processing your request. Additionally, another exception occurred while executing the custom error page for the first exception. The request has been terminated. 上的Get()的返回点上设置了一个断点，但它从未到达终点。
