VSTS 2017版本无法找到Newtonsoft libraray

解决方案结构：

Project01：类库  目标框架.NET Standard 2.0

Project02：

• 目标框架4.6.1
• 已引用Project01
• 其他参考如下所示
• 此处的Newtonsoft参考是针对“ net461”的11.0.2

该解决方案在VS 2017中运行良好。

尝试在VSTS中创建构建定义，如下所示：

内部版本找不到Newtonsoft：

 Error CS0246: The type or namespace name 'Newtonsoft' could not be found (are you missing a using directive or an assembly reference?)
