无法在LexikJWTAuthenticationBundle配置中创建SSH密钥

我正在研究symfony 4.1，并安装LexikJWTAuthenticationBundle。我的环境是Windows。在这里，我面临一个问题，我无法使用下面的LexikJWTAuthenticationBundle命令生成私钥。

openssl genrsa -out config/jwt/private.pem -aes256 4096
