apache RewriteRule获取404 Not Found错误

RewriteEngine On
RewriteRule ^/user     http://localhost/actions/login.php [R,L]

http://localhost/actions/login.php存在。

但对于http://localhost/user，它会收到错误：

Not Found
The requested URL /user was not found on this server.

我该如何解决？
