问题是（可能）你的（新）MySQL版本。

从版本8.04开始MySQL使用caching_sha2_password作为默认身份验证插件，其中使用了以前的mysql_native_password（这会导致与期望mysql_native_password身份验证的旧服务的兼容性问题）。

可能的解决方案：

将MySQL服务器降级到低于更改或更改身份验证插件的版本（基于用户）
