我遇到了同样的问题，因为我使用的是Java 10.

当我将Java 10降级到Java 8时，它又开始工作了。

uiautomatorviewer正在使用的Java版本是jdk-8u171-windows-x64.exe。

中找到添加环境变量Java_Home。
